- dpkg-reconfigure tzdata (select your timezone)
- Edit /etc/adjtime and change the last line from UTC to LOCAL

Changing Local Time Zone on BBB running Debian 7 (Wheezy)
If you don't want to use UTC time then here are the steps to change it.
